Operational Contract Support Policy Specialist

This role supports policy analysis, guidance, and oversight for operational, contractual, and program activities within the GPS practice. It involves assessing programs, developing recommendations, and supporting decision-making related to policy, regulation, and governance. The specialist will conduct research, analyze data, and draft policy documents and briefings for senior leadership.

What you'd actually do

  1. Analyzing operational, contractual, and programmatic activities to support policy development, resource allocation, and leadership decision-making
  2. Supporting the development, review, and improvement of policy, regulation, governance, and execution guidance for OCS, VTM, and/or PSC programs
  3. Conducting research, assessments, and data analysis to evaluate program effectiveness, identify gaps, and support compliance with policy and governance standards
  4. Drafting policy documents, briefings, talking points, and other decision-support materials for senior leadership and interagency stakeholders
  5. Coordinating across organizations to support capability development, governance activities, and enterprise-wide performance monitoring tied to OCS, VTM, and/or PSC implementation

Skills

Required

  • Bachelor's degree plus 5+ years of experience, or master's degree plus 3+ years of experience
  • Top Secret clearance
  • Ability to work on-site in Alexandria up to 5 days a week
  • 3+ years of experience in defense acquisition processes, industrial base, counter-threat, vetting, private security contracting, OCS, VTM, and/or PSC
  • 3+ years of experience researching, evaluating, interpreting, and translating operational and policy data into talking points and briefings for senior leadership
  • Ability to travel 25%, on average
  • Must be legally authorized to work in the United States without the need for employer sponsorship

Nice to have

  • Experience drafting materials for briefing senior leadership, organizational stakeholders, or key leader engagements
  • Experience supporting VTM, OCS, and/or PSC programs
  • Experience writing policy documents or guidance within federal or DoW regulatory frameworks
  • Experience performing data analysis or governance support in a defense or logistics environment
