The Manager of Workforce Strategy & Organizational Operations will lead the development and execution of workforce strategy, organizational planning, and operational scaling initiatives supporting OCI’s rapidly expanding global data center delivery organization.
This role serves as a strategic partner to Delivery and Operations leadership, ensuring the organization can scale effectively through structured workforce planning, hiring governance, onboarding strategy, organizational alignment, and standardized operating processes.
The leader will drive cross-functional alignment across Construction, HR, Finance, Talent Acquisition, and Business Operations while establishing scalable processes, workforce intelligence capabilities, and organizational standards that improve visibility, decision-making, and operational effectiveness at scale.
This role combines organizational strategy, workforce operations, executive enablement, and operational transformation to support OCI’s continued hyperscale expansion.
**Workforce Planning & Organizational Strategy **
- Serve as a trusted advisor to executive leadership on workforce strategy, organizational health, scaling risks, and operational readiness
- Support development of standardized site-level organizational structures and staffing models across programs
- Align headcount planning and hiring priorities to business needs, delivery schedules, and long-range planning assumptions
- Identify organizational gaps, staffing risks, and scaling constraints impacting execution
**Hiring Operations & Workforce Coordination **
- Oversee hiring governance and operational workflows from requisition planning through onboarding
- Establish and manage hiring SLAs, escalation paths, and coordination mechanisms across Talent Acquisition, HR, and business leadership
- Improve visibility into hiring pipeline health, staffing progress, and workforce readiness
- Support workforce forecasting and capacity tracking across the organization
**Organizational Effectiveness & Enablement **
- Lead onboarding coordination and organizational readiness efforts for new team members
- Improve role clarity, organizational alignment, and operational consistency across teams
- Support development and maintenance of organizational documentation, role definitions, and operating frameworks
- Partner with leadership to improve organizational scalability, communication, and employee experience
**Governance, Reporting & Operational Insights **
- Partner with Business Operations and Automation teams to establish workforce reporting mechanisms, staffing dashboards, and organizational metrics
- Identify opportunities to streamline organizational processes and reduce operational friction
- Develop executive-level workforce analytics and operational insights to support strategic decision-making related to hiring progress, organizational capacity and workforce readiness
- Monitor organizational health indicators, workforce trends, and scaling risks across the portfolio
**Team Leadership & Cross-Functional Coordination **
- Build and lead a high-performing Workforce Strategy & Organizational Operations function focused on operational excellence, organizational scalability, and leadership enablement
- Coordinate cross-functional initiatives across HR, Talent Acquisition, Construction, Finance, and Delivery Operations
- Drive alignment between organizational planning activities and broader business operations initiatives
- Foster a culture of accountability, collaboration, and operational excellence

US: Hiring Range in USD from: $120,100 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.
