Deputy Operating Unit Program Director for Northrop Grumman's Air Dominance Division, responsible for leading programs from inception to completion, managing cost, schedule, and technical performance, negotiating contracts, and developing new business. The role also supports higher-level operating unit functions like strategy, capture, and proposals, requiring a Top Secret clearance and willingness to travel.

What you'd actually do

  1. The program deputy director assists in leading all phases of programs from inception through completion.
  2. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  3. Participates in the negotiation of contracts and contract changes.
  4. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, operating unit strategy and financial terms/conditions of contracts.
  5. Acts as a customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.

Skills

Required

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience
  • Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience
  • professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions
  • 3 years in program or project leadership roles
  • Willing to travel up to 50% of the time
  • EVMS Proficiency
  • Top Secret clearance
  • Ability to obtain and maintain Special Access Program (SAP) clearance

Nice to have

  • 7 years’ experience as a program manager overseeing at least $250M/year in annual sales and organizing multi-disciplined teams of more than 200 employees supporting diverse customers
  • Experience with sustaining engineering support, software sustainment and life cycle management of weapons systems
  • Experience in managing geographically separated teams, including OCONUS
  • Strong written and oral communication skills
  • Strong financial acumen
  • Demonstrated success in strategy, program execution, and proposal support
  • Demonstrated success in maintaining, enhancing, supporting existing products after release, focusing on product life cycle management, quality improvement and cost efficiency
  • Demonstrated success in root cause analysis, engineering changes, and improvements to customer experience

What the JD emphasized

  • Must have an active U.S. Government Top Secret clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable amount of time as determined by the company.
