GE HealthCare's Technology & Innovation Center (HTIC) is seeking a Senior Manager, External Technology Partnerships to lead strategic partnership development and competitive funding initiatives. This role involves building relationships with US government agencies and external partners to secure federal grant funding (NIH, BARDA, ARPA H, DoD, etc.) that aligns with the innovation roadmap and accelerates breakthroughs. The position requires end-to-end proposal development, cross-functional coordination, and leadership/coaching for proposal strategy and narrative development. The ideal candidate has a deep understanding of the federal research-funding landscape and a proven track record of securing competitive external funding and developing high-value partnerships.

What you'd actually do

  1. Build and maintain high‑impact relationships with U.S. government agencies and external partners to understand emerging priorities and position HTIC as a strategic collaborator, enabling expanded access to competitive funding and high‑value programs.
  2. Proactively identify, assess, and shape strategic external funding opportunities that align agency interests with HTIC technology roadmaps to drive new program creation and accelerate portfolio growth.
  3. Own and manage end‑to‑end proposal development processes, establishing schedules, defining decision points, and ensuring clarity in task ownership to deliver compliant, compelling proposals on time.
  4. Lead multidisciplinary teams in crafting winning proposals that articulate clear value propositions, demonstrate technical excellence, and translate customer needs into strategic solutions aligned with HTIC and GEHC priorities.
  5. Partner closely with technical project leaders, finance, legal, and business stakeholders to align pursuit strategies with GEHC business needs and technology objectives, ensuring external funding amplifies priority innovation areas.

Skills

Required

  • Bachelor’s degree in engineering, business, scientific discipline, or related field
  • Significant experience in business development, government contracting, and/or strategic partnerships in healthcare, research, or technology settings
  • Demonstrated success in securing federal funding (NIH, ARPA‑H, DoD, BARDA, etc.)
  • Strong project‑management, communication, and cross‑functional leadership skills
  • Proven ability to collaborate with senior leaders

Nice to have

  • Advanced degree (MBA, MS, PhD)
  • Experience in a research‑intensive or healthcare‑technology environment
  • Familiarity with government proposal compliance requirements
