Enterprise Sourcing Manager

This role is for an Enterprise Sourcing Manager at T-Mobile, focusing on capital expenditure (CapEx) projects for critical facility infrastructure like data centers and network hubs. The manager will develop sourcing strategies, manage contracts, build supplier relationships, and collaborate with internal teams to optimize costs and ensure compliance. While the role involves using AI/LLM tools for efficiency, it is not a core AI/ML development role.

What you'd actually do

  1. Develop and implement national sourcing strategies across the full lifecycle: spend analysis, market intelligence, RFI/RFP/RFQ development, bid evaluation, negotiation, and award recommendation.
  2. Lead negotiations for design-build contracts including lump-sum, GMP, and progressive delivery structures.
  3. Build and manage a national panel of pre-qualified design-build contractors, A/E firms, and specialty infrastructure contractors.
  4. Serve as the primary sourcing contact for Network Engineering, Facilities, Real Estate, Finance, and Project Management.
  5. Deliver measurable cost savings and value creation against annual CapEx targets through benchmarking, should-cost modeling, demand management, and scope standardization.

Skills

Required

  • Bachelor's Degree plus 3 years of related work experience OR advanced degree with 1 year of related work experience OR combination of education and experience deemed equivalent.
  • Strategic sourcing: category strategy, RFP/RFI/RFQ management, supplier negotiation, contract administration
  • Contract management: commercial structures, risk mitigation, SOWs, and service agreements
  • Financial analysis: spend analysis, benchmarking, scenario modeling, TCO methodologies
  • Strong communication and stakeholder management skills
  • Proficiency in Microsoft Excel for sourcing analysis, reporting, and tracking

Nice to have

  • 4–7 years in enterprise sourcing, procurement, or category management — ideally supporting construction, infrastructure, facilities, or design-build projects
  • Experience with CapEx project delivery, design-build models, or critical infrastructure environments (data centers, network/mission-critical facilities)
  • Proven cross-functional collaboration with Finance, Legal, Real Estate, Facilities, Engineering, and Project Management teams
  • Certified Supply Chain Professional (CSCP) Certification from APICS
  • Certified Professional in Supply Management (CPSM) Certification from the Institute for Supply Management (ISM)
  • Certified Purchasing Manager (CPM): Certification
  • Additional certifications in project management, construction procurement, or contract management are a plus
