Program Manager for Global Supply Chain at Northrop Grumman, responsible for strategy, planning, budget, and execution of material and services for a strategic program. Requires experience in program management, government contracting, and managing complex supply chain operations.

What you'd actually do

  1. Accountable to the Program Management Office (PMO) for the entire Global Supply Chain (GSC) organization and coordinates cross-functionally to ensure that supply chain commitments are met
  2. Is the Program Manager accountable to meet material budget requirements to support the PMO financial commitments
  3. Accountable for supply chain program execution including material budget, resource planning, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
  4. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process including leading the material estimating process and establishing and negotiating the budget with the PMO
  5. Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies

Skills

Required

  • Bachelor's degree and 8+ years’ experience in program management, project management, purchasing, or related field - OR - Master's degree and 6+ years' experience in program management, project management, purchasing, or related field; in lieu of degree an additional 4+ years of experience may be considered
  • Prior program or project management experience successfully executing budgets and schedules of significant scope and complexity
  • Ability to work high level strategic initiatives that impact long-term business goals in addition to urgent requirements to support day to day operations
  • Experience and comfort level working and supporting Earned Value Management requirements
  • Experience leading the implementation and executing material program plans to meet program objectives
  • Skilled in developing and implementing risk mitigation strategies
  • Strong interpersonal skills with an ability to communicate feedback in a manner that fosters collaboration, trust, and builds positive relationships
  • Ability to mentor and motivate others to meet complex objectives
  • Competence to work in an integrated team environment and influence change
  • Skilled and comfortable communicating and interfacing with high level leadership
  • Knowledge and experience in government contracting requirements and regulations (e.g. FAR, DFARS, ITAR, etc.)
  • Skill set to work through others to influence change and drive objectives
  • Ability to travel up to 15% of the time

  • Capability to read technical drawings and documents
  • Understanding of hardware, material requirements, and critical suppliers for solid rocket motors

  • Experience and understanding FAR/DFAR provisions including the requirements necessary to maintain a government approved contractor approved purchasing system (CPSR)
