OpenAI is seeking a Head of Global Mobility and Immigration to design and lead immigration and mobility programs that support a rapidly growing and internationally distributed workforce. This role is critical for attracting, hiring, and retaining global talent, especially highly specialized technical and research professionals. The Head will develop and scale immigration, relocation, and mobility tax programs, partnering with various internal teams and external counsel to ensure compliance, manage risk, and provide exceptional support to employees and candidates. The role requires strategic thinking, operational excellence, and the ability to navigate complex immigration systems in a fast-paced, global environment.

What you'd actually do

  1. Develop and lead OpenAI’s global immigration and mobility strategy to support the company’s hiring and workforce planning goals.
  2. Design scalable programs, standard operating procedures (SOPs) and policies that enable global hiring while managing compliance, risk, and operational complexity.
  3. Partner with Recruiting, M&A and leadership to develop creative, compliant strategies that enable OpenAI to recruit and retain the world’s top international talent and advise on new market expansion from an immigration perspective.
  4. Own OpenAI’s global immigration program, including visa sponsorship, work authorization, oversight and audit of employer verification processes, permanent residence processes, and compliance obligations across jurisdictions.
  5. Design and manage global mobility programs, including relocations, international assignments, and cross-border transfers.

Skills

Required

  • 12+ years of experience leading immigration and/or global mobility programs in a fast-growing company or multinational organization.
  • Deep expertise in U.S. immigration processes (e.g., H-1B, O-1, PERM, green card sponsorship) and familiarity with global immigration frameworks.
  • Experience designing or scaling global mobility programs, including international relocations and cross-border assignments.
  • Demonstrated experience leading and developing high-performing teams.
  • Strong judgment and ability to navigate complex immigration and compliance issues.
  • Ability to translate legal and regulatory requirements into scalable operational programs.
  • Experience managing external immigration counsel and mobility vendors to support top talent through work transitions.
  • Exceptional cross-functional collaboration skills, the ability to influence stakeholders and inspire trust and confidence across all levels and within the organization.
