Manager, Data Management Oversight

PayPal PayPal · Fintech · Luxembourg, Luxembourg District, LU · Risk Management

Manager, Data Management Oversight role at PayPal Europe focuses on building and operating data management and reporting frameworks, ensuring compliance with regulatory standards like BCBS 239, EBA guidelines, and ECB expectations. The role involves implementing risk data aggregation, data governance, and risk reporting capabilities within the second line of defense.

What you'd actually do

  1. Ensure the organization maintains a single, certified, shared understanding of its critical data and key indicators. Deploy enterprise data quality controls and oversee the end-to-end resolution of data quality issues across departments.
  2. Identify where business glossary definitions conflict across domains, where data quality issues are systemic, where data lineage gaps create blind spots, and where ownership is unclear. Resolve or escalate through the Senior Manager, Data Management Oversight.
  3. Challenge the first line on the effectiveness of their controls and the completeness of their stewardship. Set acceptance criteria for data capabilities delivered by global stakeholders and data engineering teams and ensure they meet local regulatory requirements before being relied upon.
  4. Build the reporting oversight framework covering the risk reporting side of RDARR: report inventory, ownership, quality dimensions, and timeliness standards. Execute oversight against BCBS 239 and RDARR principles.
  5. Independently query and validate data across systems to investigate data quality issues, reconcile key indicators, and verify lineage claims. Produce analytical artefacts — reconciliation analyses, root cause documentation, monitoring logic — as part of the auditable evidence trail.
