Manager Program Control 2 at Northrop Grumman, responsible for leading a team of cost analysts in Earned Value Management System (EVMS) implementation and analysis, SOX compliance, funding analysis, program financial analysis, audits, and contract deliverables for government contracts. What you'd actually do

  1. Provide direct supervision activities, including completion of performance goals and reviews, assigning work scope to employees, reviewing and approving timecards, and ensuring employees operate according to company policies and procedures.
  2. Develop employee skills and evaluate employee performance on assigned responsibilities, including: EVMS implementation and analysis; support and guidance to PMs and CAMs; analysis and preparation of cost and schedule reports; development, analysis and review of EACs; variance analysis research and reporting; and reconciliations to SAP.
  3. Support customer Integrated Baseline Reviews (IBR), Supplier Integrated Baseline Reviews (IBR), and Defense Contract Management Agency (DCMA) Joint Surveillance Reviews (JSR) audits
  4. Responsible for ensuring contract deliverables are completed and submitted on a timely manner (CFSR, CSDR, IPMR, CWBS)
  5. Act as the primary interface with the program office, functional leadership, and external auditing agencies regarding EVMS related tasks/efforts, requirements, issues, analysis, and performance measures.

Skills

Required

  • Bachelor’s Degree from an accredited university and 7 years Finance or Business Management related work experience OR Master's Degree from an accredited university with 5 years of Finance or Business Management related work experience
  • Experience with Earned Value Management Systems (EVMS) and financial analysis on a government contract
  • Experience using EVMS tools
  • Ability to travel domestically 10% of the time
  • Must have the an active US Government Secret clearance
  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance

Nice to have

  • Bachelor's degree in a Business Administration with minimum of 7 years of hands-on experience in cost and schedule management
  • Master of Business Administration (MBA) degree from an accredited university
  • SAP S4, Software (i.e. Cobra)
  • Strong analytical and problem solving skills
  • Advanced proficiency in Earned Value Management Systems (EVMS) such as Deltek Cobra or equivalent, accounting systems such as SAP, financial systems such as Cognos
  • Experience leading a team, either as a lead, functional manager, or matrix manager
  • Experience interfacing with government audit agencies such as DCMA and DCAA, as well as Internal Audit
