Program Manager for Electronic Warfare (EW) systems on classified defense programs. Responsibilities include customer relations, IPT leadership, contract management, proposal development, risk management, and reporting. Requires a Bachelor's degree with 5 years of experience or Master's with 3 years, a Secret clearance, and prior program management experience on government contracts. Experience with Earned Value Management (EVMS) is required.

What you'd actually do

  1. Customer Relationship Management – Cultivate and expand opportunities within the customer community.
  2. Integrated Program Team (IPT) Leadership – Direct cross‑functional teams to meet cost, schedule, and technical performance targets. Manage multiple priorities while maintaining clear, consistent communication across all stakeholder groups.
  3. Contract & Scope Management – Negotiate schedule, payment, and key terms; manage scope through control board activities and ensure compliance with contract requirements.
  4. Proposal Development – Lead capture efforts and develop proposals for follow‑on business.
  5. Risk & Opportunity Management – Identify, mitigate, and realize risks and opportunities throughout the program lifecycle.

Skills

Required

  • Bachelor's degree 5-years, or Master's degree 3-years of relevant experience.
  • Current SECRET clearance with ability to obtain and maintain TOP SECRET and SAP access.
  • Prior project/program management experience on DoD or other government contracts.
  • Demonstrated ability to manage multiple projects within defined constraints.
  • Success aligning cross‑functional teams and building effective internal/external relationships.
  • Proven Earned Value Management (EVMS) experience.
  • Ability to establish and apply technical performance baselines and KPIs.

Nice to have

  • Current TOP SECRET clearance with existing SAP and/or SCI eligibility.
  • Experience with a variety of contract types (FFP, CPFF).
  • Strong business acumen and strategic thinking.
  • Experience leading cross‑discipline technical teams and balancing skill sets across multiple projects.
  • Direct customer‑interface experience.
  • Technical background or demonstrated ability to execute complex development/integration projects.
  • Proven ability to identify and implement strategic solutions or process improvements for long‑term objectives.
