Manager, Programs Level 2 for Northrop Grumman's Emerging Capabilities Development (ECD) organization. The role focuses on leading R&D programs to meet contractual requirements, managing cost, schedule, and technical performance, and developing multi-function capabilities. Responsibilities include proposal development, resource management, customer interface, and identifying new business opportunities. Requires a Bachelor's or Master's degree in a STEM discipline, experience with RF microelectronics or related technologies, project/program leadership experience, and a Secret clearance.

What you'd actually do

  1. Managing the cost, schedule, and technical performance of the program.
  2. Identifying, allocating and managing program resources, including workforce planning
  3. Measuring and reporting program performance.
  4. Interfacing with internal and external customers, suppliers, and industry partners.
  5. Developing and delivering presentations to customers, executive management, and other stakeholders.

Skills

Required

  • Bachelor's degree in Engineering, Computer Science, Math, Physics, or a related STEM discipline with 8 years of professional experience supporting U.S. Government proposals, contracts, and/or project management; OR a Master’s degree I a related STEM discipline with 6 years of relevant experience.
  • Demonstrated experience supporting RF microelectronics, advanced packaging, or related technologies, including one of more of the following: MMICs, CCAs, MCMs, hybrid microelectronics, or similar electronic systems.
  • Demonstrated experience serving as a project lead, IPT lead, CAM, technical lead, or program lead responsible for delivering program tasks, milestones, or contract deliverables.
  • Demonstrated experience managing project schedules, tracking milestones, and executing tasks in accordance with approved program schedules.
  • US Citizenship required.
  • Active U.S. Government Secret clearance required

Nice to have

  • Active U.S. Government Top Secret clearance.
  • Minimum 2 years’ experience as an Integrated Product Team (IPT) Lead, Program Manager, Deputy Program Manager or Technical Lead on Research and Development (R&D) programs.
  • Minimum of 2 years supporting the development, integration, testing, or production of sensor systems for Electronic Warfare (EW) applications, radar, RF, SIGINT, or related mission systems.
  • Demonstrated experience leading or coordinating activities across geographically dispersed teams.
