Manager, Programs Level 2 for Northrop Grumman's SIGINT Technology Center (STC), supporting Intelligence Community and Department of Defense programs. Responsibilities include managing program cost, schedule, and technical performance, cultivating customer relationships, developing new business opportunities, leading cross-functional teams, and ensuring contractual compliance. Requires a Bachelor's degree with 8 years of experience or Master's with 6 years, experience with government contracts, EVM, and an active Top Secret/SCI clearance.

What you'd actually do

  1. Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  2. Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  3. Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  4. Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  5. Measuring and reporting program performance

Skills

Required

  • Bachelor's degree with 8 years of relevant experience, or Master's degree with 6 years' of relevant experience, supporting U.S. Government contracts and customers
  • Demonstrated experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M, including responsibility for achieving cost, schedule, and technical performance objectives.
  • Demonstrated experience supporting programs within the Defense and/or Intelligence Community (IC) market.
  • Demonstrated experience with Earned Value Management ( EVM) or similar cost & schedule control methodologies and tools, including tracking program performance metrics, schedules, or financial data.
  • Demonstrated analytical skills with experience interpreting program data, defining workflows, and developing metrics to support program control and process improvement initiatives.
  • Active U.S. Government Top Secret/SCI clearance required
