Manager of Subcontracts for Northrop Grumman's Global Supply Chain team in Melbourne, FL. This role involves leading a team of Subcontracts Specialists, managing complex subcontract matters with an emphasis on legal, compliance, and integration. Responsibilities include acting as the main focal point for major subcontract activities, escalating issues, briefing management and customers on supplier data rights, license rights, commercial item determination, and terms/conditions negotiations. The role also includes personnel management, coaching, and career development. Key tasks involve supporting all subcontract phases from RFP to closeout, acting as a Subject Matter Expert (SME) for contract interpretation and negotiation, advising management on contractual obligations, performing risk analysis, coordinating with cross-functional teams, and facilitating flow-down of contract terms. The role also requires identifying and closing knowledge gaps through training on data rights, license rights, commercial item determination, and EVMS compliance. Requires experience with FAR/DFARS, government contracting, and the aerospace/defense industry, along with team leadership and SAP/purchasing software proficiency. A Secret clearance is required.

What you'd actually do

  1. Responsible for leading a Subcontracts Team, which includes approximately one to three Subcontracts Specialists, who will be responsible for providing and coordinating complex subcontract matters with emphasis on legal, compliance, and subcontract integration for the Subcontract Management Teams (SMTs).
  2. The Manager will be responsible for, and act as the main focal point to the Program for all Major Subcontract related activity within their portfolio, escalating issues to Supplier Senior Level management as needed, brief internal executive management and the Customer on the status/issues as it relates to supplier data rights assertions, specially negotiated license rights, commercial item determination, and supporting high visibility terms and conditions or master agreement negotiations.
  3. The manager will further be responsible for managing the personnel on their team – coaching, growing, guiding, and enriching their careers as they manage their subcontracts.
  4. Supports Subcontracts Specialists through all phases of the Subcontract including requests for proposal, contracting strategy, contract negotiation, contract administration and contract closeout to ensure contract acquisition and fulfillment is in accordance with company policies, legal requirements, and Customer specifications.
  5. Acts as the Subject Matter Expert (SME) and the main focal point for Subcontract activities relating to negotiating, interpreting and implementing contract terms and requirements, including the compliant contractual implementation of data rights.

Skills

Required

  • Bachelor’s Degree with 4-years, or a Master’s Degree with 2-years or High School Diploma/Equivalency with 8-years’ combined experience in Subcontracts Management, Procurement, Program Management, Contracts Management or Business Management
  • Knowledge of FAR and DFARS
  • Knowledge of government contracting clauses
  • Knowledge of data rights negotiations

  • Experience in Contracts or Subcontracts in the Aerospace and Defense industry
