What you'd actually do

  1. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  2. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  3. Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  4. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

Skills

Required

  • Bachelor’s Degree and 5 years of experience in Subcontracts, or Contracts OR a Master’s Degree and 3 years of experience in Subcontracts, or Contracts OR High School Diploma/Equivalent and 9 years of experience in Subcontracts, or Contracts
  • Aerospace & Defense experience in Subcontracts or Contracts
  • Subcontracts or Contracts experience with FAR / DFARS or Business Law
  • Experience presenting to all levels of internal/external management
  • Minimum of 2 years experience leading a team, process, and/or projects
  • Ability to obtain and maintain a US Government Secret and Top Secret Clearance

Nice to have

  • Working knowledge of SAP or related business application software as well as Microsoft Office (i.e., Word, Excel & PowerPoint).
  • Working knowledge in Earned Value Management (EVM)
  • Master’s degree in business, Supply Chain Management, Finance, or Industrial Engineering.
  • Experience with complex and competitive subcontracts for both U.S. Government and Commercial and multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to data rights and special payment provisions (i.e., progress or performance-based payments).
  • Lead the evaluation of customer RFP's and ability to collaborate with the program/planning team to develop subcontract RFP's that include Supplier Statements of Work, Technical / Quality Specifications, Contract / Subcontract Deliverable Requirements Lists and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices, and supplier profiles.
  • Ability to lead/mentor other SCAs throughout the entire Subcontract lifecycle with additional experience reviewing subcontract packages from either peer or junior Subcontracts Administrators.
