Manager, Subcontracts/Procurement role at RTX, focusing on managing supplier performance and the entire purchase order lifecycle for DoD, FMS, and DCS customers. This involves leading procurement efforts for development programs in early stages (R&D, proposal captures, EMD, low-rate production), fostering relationships with internal customers and suppliers, and administering subcontracts. The role requires experience with DoD procurement compliance, FAR/DFAR, and ITAR regulations.

What you'd actually do

  1. Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with medium/high complexity.
  2. Select qualified suppliers and seek alternate suppliers (when applicable).
  3. Prepare, issue, evaluate, and manage Requests for Quotations/Proposals.
  4. Perform price and cost analyses and lead supplier negotiations of contractual terms including price, deliveries, payments, Terms & Conditions, and supplier exceptions to technical, quality, and government flowdown requirements.
  5. Prepare purchase orders (PO) and documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions.

Skills

Required

  • Bachelor's degree and a minimum of 8 years prior relevant experience, or an Advanced Degree and a minimum of 5 years’ experience.
  • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.
  • U.S. citizenship is required

Nice to have

  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS).
  • Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions).
  • Experience with supplier performance management.
  • Bachelor's or master's degree in supply chain, business, engineering, or related field.
  • Project planning and management skills (ex: MS Project, EVMS) .
  • Experience in working with procurements and major subcontracts for programs in a fast-paced, dynamic development environment.
  • Experience with reading and understanding drawings, specifications and other engineering documents including complex Statements of Work.
  • Experience with SAP and Microsoft Office Suite of Products.
  • Experience with proposals from prospective suppliers and analyzing proposed factors including cost/price, technical capability, and financial viability, and experience conducting due diligence to ensure supplier ability to perform within cost and schedule.
  • Experience with written contractual authorizations/vehicles, including but not limited to, Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Other Transactional Authority (OTA) and experience assessing proposal compliance (FAR 15.4).
  • Experience with import/export regulations (ITAR/EAR).
