Manager Supply Chain Programs 3 at Northrop Grumman, responsible for the strategy, planning, oversight, and performance of major subcontract material and services for programs throughout their lifecycle. This role involves leading solicitations, supplier negotiations, ensuring compliance, managing budgets and schedules, and interfacing with various stakeholders including executive leadership and customers. Requires experience with FAR, EVMS, and a Secret clearance.

What you'd actually do

  1. Responsible and accountable for the strategy, planning, oversight and performance of major subcontract material and services content for a Program or collection of Programs, both domestic and international, throughout the full program life cycle.
  2. Acts as the Supplier Management Team (SMT) lead for the Program Management Office (PMO) for major subcontracts and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
  3. Utilizes the Supplier Management Plan (SMP) framework to develop an appropriate oversight strategy based on elements of risk.
  4. Leads solicitations from domestic and international suppliers for proposals, review of proposals, and supports supplier negotiations.
  5. Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.

Skills

Required

  • Bachelor's Degree and 8 years OR a Master’s Degree and 6 years of related experience that includes a background in Supply Chain Management and/or Program/Project Management.
  • Minimum of 5 years experience leading a team.
  • Minimum of 3 years experience with international programs with some portion involved with international suppliers.
  • Experience with FAR and agency supplements (i.e. subcontract agreements and/or teaming agreements).
  • Experience with supplier negotiations.
  • Experience of DCS subcontracting.
  • Earned Value Management System (EVMS) experience.
  • US Citizenship.
  • Active government Secret clearance (or higher) that is in-scope (granted or renewed in the last 6 years).
  • Willingness to travel internationally up to 10%
