This role sits at the center of operational resilience, with direct impact on how PayPal manages critical third-party and affiliate relationships.
Meet our team
You’ll join the Operational Resilience team at PayPal Europe, working in a highly regulated and international environment. The team partners closely with Global functions, Risk, Compliance, and business stakeholders to ensure robust governance and oversight across all critical services.
In this role, you’ll collaborate across multiple regions and functions, helping to strengthen outsourcing frameworks and ensure alignment with European regulatory expectations. Your work will directly support PayPal’s ability to deliver reliable, secure services to customers across Europe.
Your way to impact
You will play a key role in strengthening PayPal’s outsourcing governance across Europe by ensuring effective oversight of third-party and intragroup service providers. Your work will help ensure compliance with regulatory frameworks such as CSSF, EBA, ECB, and DORA, while improving service performance and risk management.
By driving transparency, governance, and accountability across outsourcing arrangements, you will help protect PayPal’s operations and enhance customer trust.
Your day to day
In your day-to-day role, you will:
- Coordinate oversight of outsourced and intragroup services, ensuring strong governance and performance management
- Maintain and enhance outsourcing frameworks, registers, and criticality assessments in line with regulatory requirements
- Partner with stakeholders (Entity Service Owners, Risk, Compliance, Global teams) to ensure effective oversight and reporting
- Monitor service performance, manage escalations, and drive resolution of SLA breaches
- Support regulatory submissions and ensure compliance with EU outsourcing requirements (EBA, CSSF, DORA)
- Contribute to governance forums, preparing materials and tracking actions for senior leadership and Board reporting
- Analyze service performance data and produce dashboards to support decision-making and risk management
- Drive continuous improvement by incorporating lessons from incidents, audits, and regulatory feedback
What do you need to bring
- Experience in outsourcing management, third-party risk management, or operational resilience within financial services
- Experience coordinating oversight across outsourced or intragroup service delivery models within a global organization.
- Strong understanding of EU outsourcing regulations (EBA Guidelines, DORA, CSSF)
- Experience working in regulated European financial institutions with complex governance requirements
- Proven ability to manage cross-functional stakeholders and operate in a global, matrixed environment
- Strong analytical and problem-solving skills with the ability to translate regulatory requirements into practical processes
- Understanding of the three lines of defence model and service oversight within global organizations
