Cloudflare is seeking a People Operations - HR Generalist in Munich, Germany, to support HR operations across Germany, Switzerland, the Netherlands, and Sweden. This role involves providing expert guidance on People policies, ensuring compliance with local labor laws, managing employee escalations, and translating global People strategies into local operational excellence. The ideal candidate is proactive, organized, solutions-focused, and experienced in international HR practices, with a strong understanding of German labor law and Works Council procedures.

What you'd actually do

  1. Act as HR subject matter expert for local labour law, ensuring all people processes are executed in alignment with country-specific statutory requirements.
  2. Local compliance/employment policy & interpretation: Ensure all handbooks and policies are compliant with local employment laws. Act as the first point of contact when a "local nuance" is needed for a global policy. Conduct regular audits of people processes to mitigate legal risks and ensure we stay ahead of local legislative changes.
  3. Works Council Support: Prepare all necessary data, documentation, and reporting necessary for Works Council meetings in Germany and the Netherlands. Ensure the company strictly adheres to "Right to Information" timelines and other statutory obligations regarding employee representative bodies.
  4. In Germany in particular, acting as a central point of contact and partner with Talent Acquisition, HRBP, and managers to prepare the co-determination documents to ensure all hires and employees changes are captured, properly documented and approved by the Works Council in a timely manner.
  5. Advisory and Resolution: Support Senior Managers and Directors ensuring a high-touch, solutions-focused experience. You will handle complex queries that fall outside of People Ops Specialists scope, specifically those involving legal interpretation or unique individual circumstances.

Skills

Required

  • Proven Experience working as an HR Generalist (ideally multi-country within EMEA)
  • Experience working in an international environment with advisory responsibilities in a fast-paced environment
  • In-depth knowledge of German labor law
  • Familiarity with the German Works Constitution Act
  • Advanced understanding of international employment and labor law and statutory requirements within EMEA
  • Analytical mindset with proven experience in continuous improvement and operational excellence
  • Excellent communication skills
  • Strong command of English
  • Fluency in German
  • Organised, pragmatic, and people-focused
  • Experience using Workday and Zendeks or other HRIS tools
