Principal Program Manager, Network Infrastructure Deployment & Delivery

Oracle Oracle · Enterprise · Seattle, WA +1

This role is for a Principal Program Manager responsible for the end-to-end execution of data center network deployment programs within Oracle Cloud Infrastructure (OCI). The individual will translate capacity demands and engineering designs into delivered network infrastructure, managing the full lifecycle from design to operational handoff. Key responsibilities include leading delivery across multiple sites and workstreams, coordinating with various internal teams and external vendors, establishing program governance, managing dependencies, mitigating risks, and ensuring deployments meet OCI's requirements for availability, scalability, performance, and security. Success involves consistent milestone achievement, standardized deployment processes, and high-quality network turn-ups.

What you'd actually do

  1. Own the network deployment and delivery roadmap across OCI data centers and expansion sites (new builds and capacity adds).
  2. Lead execution of data center core and spine/leaf deployments, including staging, installation, configuration, validation, and readiness gates.
  3. Drive delivery of WAN and edge connectivity (carrier coordination, circuit readiness, turn-up planning, resiliency testing).
  4. Manage deployment of corporate network services within data centers (enterprise connectivity, segmentation, access, and integration requirements).
  5. Establish and run program governance: milestones, dependency management, risk tracking, change control, and executive reporting.

Skills

Required

  • Extensive program leadership experience delivering large-scale data center network deployments
  • Strong working knowledge of spine/leaf architectures, core routing, WAN/transport, and enterprise/corporate network integration
  • Proven ability to manage complex cross-team dependencies, vendors, and carriers in high-velocity environments
  • Excellent executive communication, risk management, and operational rigor

Nice to have

  • translating capacity demand and engineering designs into delivered, tested, production-ready network infrastructure
  • leading delivery across multiple sites and workstreams
  • coordinating the full lifecycle from design readiness and bill-of-materials alignment through staging, install, configuration, turn-up, validation, and operational handoff
  • establishing clear milestones, readiness gates, and acceptance criteria
  • managing cross-functional dependencies (Engineering, Capacity Planning, Construction, Supply Chain, Security, NOC/Operations, and vendors/carriers)
  • driving rapid risk mitigation and issue resolution to keep builds on schedule
  • establishing program governance: milestones, dependency management, risk tracking, change control, and executive reporting
  • defining and standardizing repeatable deployment playbooks, acceptance criteria, and operational handoff processes to scale delivery
  • proactively removing blockers, driving rapid issue resolution, and leading escalations to keep sites on track
  • ensuring deployment activities meet security, compliance, and operational reliability expectations
