Principal Specialist, Procurement role at RTX, a defense company. Responsibilities include preparing RFPs, cost analysis, negotiation, placing subcontracts/purchase orders in compliance with FAR/DFARS, managing supplier relationships, and developing cost reduction plans. Requires a Bachelor's degree and 5 years of relevant experience, or an Advanced degree and 3 years of experience, along with the ability to obtain and maintain a Secret security clearance. Experience with ITAR and various contract types is preferred.

What you'd actually do

  1. Preparation and issuance of RFP’s
  2. Perform cost analysis techniques in support of proposals
  3. Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms & Conditions)
  4. Place subcontracts/purchase orders of various complexity in accordance with all regulatory (FAR/DFARS) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).
  5. Nurture professional business relationships with first tier subcontractors

Skills

Required

  • Bachelor's degree and 5 years prior relevant experience or an Advanced degree and 3 years of relevant experience
  • Ability to obtain and maintain a U.S. government issued security clearance
  • U.S. citizenship

Nice to have

  • Bachelor's or Masters’ degree in supply chain, business, engineering, or related field
  • Expert or mastery level knowledge in procurement
  • Project planning and management skills (ex: MS Project, EVMS)
  • Experience in working with development type of procurement and major subcontracts
  • SAP based environment experience
  • Experience with technical requirements of procured hardware and services – including Statement of Work (SOW) review
  • Experience with the International Traffic in Arms Regulations (ITAR)
  • Experience working with Federal Acquisition Regulations (FAR/DFARS)
  • Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.)
  • Assess proposal compliance (FAR 15.4)
