Principal Specialist, Subcontracts/procurement - Remote

This role is for a Principal Specialist in Subcontracts/Procurement within RTX's Advanced Technology unit, focusing on managing supplier performance and the entire purchase order lifecycle for DoD, FMS, and DCS customers. The position involves leading procurement efforts for programs in early stages like R&D, proposal captures, and low-rate production, requiring strong knowledge of FAR/DFAR and ITAR regulations. It is a remote, individual contributor role.

What you'd actually do

  1. Preparation and issuance of Request for Quotations/Proposals
  2. Perform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.
  3. Place subcontracts/purchase orders and associated change orders
  4. Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions
  5. Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)

Skills

Required

  • University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience
  • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required.

Nice to have

  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
  • Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
  • Experience with supplier performance management
  • SAP and Microsoft Office Suite of Products
  • Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
  • Experience with Truthful Cost & Pricing Data requirements and cost analysis
  • Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule
  • Knowledge of EXIM procurements and all the rules and regulations involved in those situations
  • Experience with import/export regulations (ITAR/EAR)
  • Experience with proposals and understanding of all phases of sourcing, procurement execution to include price negotiation reductions and terms and conditions, completion of compliance EPAD Packages
  • Experience with automation tools
  • Creative problem solving and effective collaboration skills
