This role is for a Project Controls Manager focused on Front End Planning (FEP) for Oracle Cloud Infrastructure's data center delivery. The manager will lead the development of controls processes for pre-execution phases, including demand signals, project intake, and planning readiness. Responsibilities include tracking data, commercial status, schedule, cost, risks, and stakeholder decisions, as well as developing scalable processes, reporting mechanisms, and governance models. The role requires experience in data center development, project controls, contracts, and influencing cross-functional teams.

What you'd actually do

  1. Serve as the Global Program Controls lead responsible for all things pre-execution.
  2. Develop project controls processes supporting from early demand signal through LOI, design, planning readiness, and execution transition.
  3. Establish scalable controls, inform reporting, and governance frameworks that improve visibility into the critical data points needed to inform downstream decision-making.
  4. Partner with internal stakeholder groups to define required data, data quality, reporting cadence, intake governance, readiness criteria, and escalation paths.
  5. Ensure FEP related project controls information is accurate, structured, current, and available for leadership decision-making.

Skills

Required

  • 12+ years of experience in project controls, program controls, construction controls, infrastructure planning, or capital program management.
  • Strong experience in data center, hyperscale, mission-critical, or complex infrastructure development environments.
  • Experience supporting front-end planning, preconstruction, project intake, portfolio planning, governance, or early-stage development processes.
