OpenAI for Government team is seeking a Proposal Manager to craft persuasive and compliant written materials for government customers, leveraging AI tools to assist in proposal development. The role involves collaborating with cross-functional teams, driving capture strategy, and ensuring proposal compliance with government acquisition regulations.

What you'd actually do

  1. Coordinate with Capture and Sales leadership to identify opportunities, develop deal qualification processes, shape customer requirements, and position OpenAI products and services to maximize impact.
  2. Write, edit, and format proposal sections and supporting documents, ensuring clarity, consistency, and alignment with solicitation requirements and OpenAI’s mission.
  3. Using OpenAI products (ChatGPT, Codex, etc.), create tools for use in developing whitepapers, proposals, RFI responses, and other documentation.
  4. Develop pricing for ROMs and proposals. Develop price-to-win strategies. Write pricing volumes; work with technical teams to document and write to assumptions throughout the proposal.
  5. Work with capture leads, product and engineering SMEs, legal, and sales to gather inputs, clarify technical concepts, and ensure submissions reflect the best of OpenAI’s capabilities.

Skills

Required

  • 5–10 years of experience writing and editing technical proposals or RFx responses for government customers (federal or state/local).
  • Strong understanding of government proposal structures and common acquisition frameworks (e.g., RFP, RFQ, IDIQ, GWAC, CSO).
  • Exceptional writing and editing skills, with the ability to translate complex technical concepts into clear, persuasive narratives for both technical and non-technical audiences.
  • Experience working with cross-functional teams under tight deadlines.
  • Highly organized, detail-oriented, and able to manage multiple concurrent deadlines.
  • TS/SCI clearance.

Nice to have

  • Familiarity with basic compliance concepts (FAR/DFARS, FedRAMP, security clearances) is a plus, but not required.
  • Curiosity about emerging technology and enthusiasm for learning how AI can transform government missions.
  • Experience using AI tools to automate processes.
