Meta is looking for a Public Policy Manager in Japan to engage with government officials and stakeholders on policy issues affecting Meta's platforms and emerging technologies like AI. The role involves developing and executing public policy strategies, monitoring regulatory developments, and collaborating with internal teams on platform governance, data privacy, competition, and digital safety. The ideal candidate will have 8+ years of experience in public policy or government affairs in Japan, with a strong understanding of technology policy and AI. Experience with AI tools and ethical AI practices is also required.

What you'd actually do

  1. Contribute to comprehensive public policy strategies for Japan, supporting the Head of Public Policy on regulatory and legislative developments across platform integrity, data governance, competition, and digital safety
  2. Proactively develop and maintain relationships with Japanese government officials, regulators, parliamentary offices, and relevant industry and civil society stakeholders to advance Meta's policy positions
  3. Monitor, analyze, and communicate the implications of Japanese legislative and regulatory developments to internal cross-functional teams including legal, product, communications, and operations
  4. Support Meta's participation in industry associations and multi-stakeholder forums relevant to Japan's digital policy environment
  5. Develop policy positions, briefing materials, and written submissions for regulatory consultations, parliamentary inquiries, and government engagements

Skills

Required

  • 8+ years of experience in public policy, government affairs, regulatory affairs, or a related field, with direct engagement in Japan's policy or regulatory environment
  • Experience engaging with Japanese government institutions, regulatory bodies, or legislative processes on technology, digital, or platform-related policy matters
  • Experience developing policy positions, written submissions, or briefing materials for government or regulatory audiences
  • Professional working proficiency in Japanese, required to engage directly with Japanese government officials, regulators, and stakeholders, and in English to collaborate with global teams
  • Experience working in a rapidly evolving environment, collaborating with multiple cross-functional teams, adapting flexibly to ambiguous situations, and aligning on shared goals with team members
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Demonstrated ability to manage multiple high-priority policy workstreams simultaneously, aligning diverse internal and external stakeholders toward shared outcomes
  • Experience working within or alongside technology companies, trade associations, or international organizations on cross-border regulatory matters
  • Experience working on digital policy issues such as platform regulation, data privacy, content governance, or competition policy in Japan or the broader APAC region
  • Experience providing strategic policy advice and decision support to senior leaders or executives in complex, fast-moving regulatory environments
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
