Oracle is seeking a senior PMO leader for a large, complex federal healthcare program. This leader will own the PMO component of the Enterprise Management (EPM) team and help improve delivery discipline, governance, visibility, and execution across the program.
The role is accountable for shaping and leading a multi-functional PMO organization that includes program management, quality, deliverables management, schedule, risk, and technical writing. The PMO Leader will establish operating rhythms, KPI-driven management practices, governance mechanisms, and scalable delivery support models that strengthen performance across deployment and non-deployment task orders.This leader will work across executive stakeholders, task order owners, functional leads, and customer-facing leadership to drive consistency, transparency, accountability, and continuous improvement.
The role requires a strong operator who can translate strategy into execution, clarify decision rights, mature PMO capabilities, and build a team that provides practical leadership across the program.
Lead the PMO operating model across key workstreams, including:
- Program governance and systems adoption: Lead governance processes, decision frameworks, and adoption of core program systems to improve consistency, transparency, compliance, and execution across the organization.
- Schedule management: Provide leadership and oversight for integrated schedule management, milestone tracking, schedule performance, and proactive identification of timeline risks and recovery actions.
- Risk management: Establish and strengthen risk management practices, including issue identification, escalation, mitigation planning, and reporting to support informed decision-making and program stability.
- Quality and deliverables management: Direct quality management and deliverables oversight to improve first-time acceptance, strengthen review processes, and ensure timely, high-quality submission of required artifacts.
- Technical writing and Section 508 compliance: Lead technical writing and Section 508 compliance efforts to ensure deliverables are clear, consistent, accessible, and aligned with contractual, regulatory, and customer requirements.

US: Hiring Range in USD from: $161,700 to $338,500 per annum. May be eligible for bonus, equity, and compensation deferral.
