Senior Manager, Technical Program Management (Capacity) role at Oracle Cloud Infrastructure (OCI) focused on leading strategy, governance, and operations for OCI test regions. What you'd actually do

  1. Define and implement a global governance framework for OCI testing across all test regions (policies, intake, prioritization, scheduling, SLAs, and escalation paths).
  2. Help design and deliver a central test request system/tool that enables: Standardized intake (what’s needed, when, duration, resource types, dependencies), Approval workflows and prioritization logic, Scheduling/reservations and capacity visibility, Status tracking, audit trails, and reporting dashboards
  3. Forecast demand, plan supply, and manage contention
  4. Identify and execute opportunities to reduce total testing cost while preserving engineering velocity and quality, including: Define and publish KPIs (utilization, throughput, lead time, cost per test, waste/idle %, forecast accuracy).
  5. Build a small, high-impact team to manage operations, intake, and capacity planning for test regions.

Skills

Required

  • 10+ years of experience in technical program management
  • cloud infrastructure experience
  • leading cross-functional programs in engineering operations or large-scale environment management
  • create governance models and drive adoption across multiple organizations
  • knowledge or experience with capacity management concepts (forecasting, reservations, prioritization, utilization optimization)
  • proven track record of cost optimization initiatives (FinOps mindset) and data-driven decision-making
  • strong stakeholder management skills—able to influence leaders and resolve competing priorities with clear tradeoffs

Nice to have

  • Experience developing strategy with capacity planning
  • Experience implementing request systems integrated with enterprise workflows (e.g., ticketing, approvals, identity/access)
  • Understanding of security, privacy, and compliance considerations for shared test environments (access controls, data handling, auditability)
