Sentinel Sr Principal Industrial Engineer Proposal Estimating - 18595

Northrop Grumman Northrop Grumman · Aerospace · Roy, UT +1 · Material/Process

This role is for a Sr. Principal Industrial Engineer focused on production proposal estimating for defense programs, specifically Sentinel. The engineer will develop estimates, staffing plans, and capacity assessments by analyzing historical data and applying various estimating methods. They will collaborate with multiple departments and support proposal reviews and negotiations. The role requires experience in industrial engineering, manufacturing operations, or proposal estimating within aerospace or defense, strong Excel skills, and an active Secret clearance.

What you'd actually do

  1. Develop BOEs, labor and material estimates, staffing plans, capacity assessments, build-rate models, and schedule-aligned manufacturing assumptions for SDS proposals and program changes.
  2. Apply bottom-up, parametric, analogous, and actuals-based estimating methods, including improvement curves, trend analysis, CERs, confidence factors, and discrete task assessments.
  3. Translate statements of work, manufacturing concepts, WBS elements, and schedule requirements into time-phased proposal inputs and executable production plans.
  4. Use Excel and data tools to analyze historical actuals, touch labor, repair and rework, charging, and staffing data to support estimate quality, logic checks, and auditability.
  5. Support proposal reviews, fact-finding, management reviews, and negotiations with clear rationale, assumptions, and traceable source data.

Skills

Required

  • Bachelors in Science in Industrial Engineering, Manufacturing Engineering, Industrial Technology, Operations Research, Data Analytics, Systems Engineering, or related technical field with 8 years of relevant experience; 6 with a Master's degree; or 4 with a Doctor of Philosophy (PhD)
  • Experience in industrial engineering, manufacturing operations, production planning, or proposal estimating in aerospace, defense, or complex manufacturing.
  • Experience developing bases of estimate, labor estimates, staffing plans, capacity models, or proposal inputs.
  • Strong Excel modeling, presentation, and written communication skills.
  • Working knowledge of manufacturing flow, production scheduling, capacity, and how shop floor execution interfaces with supply chain and quality.
  • Active Interim Secret clearance prior to start.
  • U.S. Citizen and ability to obtain and maintain a U.S. Government DoD security clearance (Secret, Top Secret, etc.) and Special Access Program (SAP) approval.

Nice to have

  • Basis of estimate writing, major proposal support, fact-finding, negotiations, or audit-compliant estimating.
  • Touch labor projections, improvement curves, cost estimating relationship development, risk assessment, fixed-variable analysis, or discrete statement of work task estimating.
  • Microsoft Power BI, Tableau, Structured Query Language (SQL), Python, SAP, Cobra, Workday, or manufacturing execution systems (MES).
  • Ability to read blueprints or schematics and work across mechanical or electrical production environments
