Sr. Director, Project Management- Network Policy Development

This role leads a team of legal professionals in developing network policies and operating regulations for Capital One's payment network. It involves drafting, maintaining, and modernizing policies, ensuring accuracy and transparency, and managing rule change processes. The role also requires strong communication, influencing skills, and executive presentations. While the role leverages AI-assisted tools for research and drafting, the core function is policy development and legal expertise, not AI/ML model building.

What you'd actually do

  1. Policy Development – Draft, maintain and modernize network policies, operating rules and related publications, applying legal training to ensure clarity, enforceability and alignment with regulatory and contractual requirements. Ensure detailed, accurate drafting of network policy changes approved across the Network Policy organization. Analyze and advise on strategic policy issues. Translate complex legal, technical and operational requirements into clear, implementable rules for diverse stakeholder audiences
  2. Team leadership – coach, inspire, develop and manage a team of legally trained Policy Developers, as well as hiring and integrating new team colleagues. Monitor and oversee individual and team compliance with rule change management, submission and approval processes
  3. Communication and Influencing – engage with cross-functional stakeholders at all levels across the Global Payment Network, advising, providing effective challenge and influencing peers and leadership
  4. Executive Presentations – regularly present or report to individual leaders, committees or other management forums regarding operating rule related developments or strategic policy issues impacting the network
  5. Leverage AI-assisted research and drafting tools to enhance consistency, accuracy and speed of policy development, while exercising independent legal judgment and accountability for final outputs. Collaborate with AI, product and engineering teams to pilot and operationalize responsible use of emerging technologies in policy development and governance workflows

Skills

Required

  • Juris Doctor (JD) or Bachelor of Laws
  • 5 years experience drafting and negotiating commercial contracts, with a focus in Financial Services or Payment Networks
  • 6 years of experience with contract interpretation, risk assessment, liability frameworks and dispute resolution mechanics
  • 6 years of experience in briefing leadership and external stakeholders on policy issues and to provide thought-leadership through influence authority, coordinating across legal, product, risk, technology, compliance and operations teams

Nice to have

  • Experience in payments, financial services, platforms or other network-based industries where rules govern participant behavior
  • Understanding of payment network governance models, including participant obligations, enforcement mechanisms and change management processes
  • Familiarity with regulatory frameworks relevant to payments, data, financial crime or consumer protection
  • Strong project management and cross-functional coordination
  • Ability to evaluate technology-assisted outputs using professional legal judgment and accountability
