This role is for a Lead Manager & Sourcing professional in the procurement team for Raytheon's Electronic Warfare Systems (EWS) acquisition team. The position involves managing a team of nine, ensuring adherence to procurement practices, coordinating with stakeholders, generating and negotiating agreements, managing compliance, supporting vendor engagement, and working with Engineering for rapid development efforts. The role requires a U.S. government issued security clearance and U.S. citizenship.

What you'd actually do

  1. Manage the EWS procurement team of nine (9) persons and establish effective measures of performance and metrics.
  2. Ensure members of the team have the correct knowledge and skills to perform assigned purchasing tasks and provide on the job training and support to address skill and knowledge gaps.
  3. Support team members to work with stakeholders and subject matter experts to clarify, define, and refine the scope of supply, purchasing requirements, and statement of work for procurement activities.
  4. This role includes the ability to generate and negotiate Teaming Agreements and other related agreements.
  5. Manage compliance with procurement process and ensure all required approvals are in place prior to purchase order release.

Skills

Required

  • University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or an Advance Degree in a related field and a minimum of 7 years’ experience.
  • Ability to obtain and maintain a U.S. government issued security clearance
  • U.S. citizenship

  • Significant knowledge in leading and managing the execution of processes, projects, and tactics within the procurement work area.
  • Broad knowledge and skills in procurement and contracting with an understanding of the impact of work on other areas of the organization.
  • Demonstrated experience in working with cross-functional teams (Finance, Program Management, Engineering, etc).
  • Demonstrated experience in procurement activities and the management of internal customer and supplier relationships.
  • Demonstrated experience in the management of a high impact team and the ability to influence parties at an operational level to achieve objectives within a compliance framework.
  • Prior experience with multiple subcontract types including but not limited to Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF)
  • Prior experience working in the defense industry, preferably within aerospace
  • Experience with import/export regulations (ITAR/EAR)
  • Demonstrated experience guiding executive and program level supplier reviews and negotiation experience
  • Ability to grasp / understand technical concepts / applications
  • Experience managing financial and operational Risks and Opportunities
  • Experience in recruiting, training, mentoring, and coaching a diverse team.
  • Ability to obtain and/or maintain a US Government Security Clearance
